Tempus is a European Union funded programme which supports the modernisation of higher education in the partner countries in Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects. It also aims to promote the voluntary convergence of the higher education systems in the Partner Countries with EU developments in the field of higher education. In addition to promoting cooperation between institutions Tempus also promotes a “people to people” approach. Tempus provides support to consortia of institutions composed mainly of universities or university associations. Non-academic partners can also be part of a consortium.
Tempus IV (2007-2013) finances Joint Projects and Structural Measures through regular calls for proposals published on the website: http://eacea.ec.europa.eu/tempus/index_en.php.
Joint Projects based on multilateral partnerships between higher education institutions (HEIs) in the EU and partner countries.
Tempus is open to higher education institutions and authorities, as well as all organisations and enterprises directly related to higher education.
The national priorities will need to be adhered to in national projects (i.e. projects involving institutions from only one partner country). Multi-country projects, that is, projects involving institutions from at least two partner countries in the consortium, must respect the regional priorities and/or national priorities of the participating partner countries involved.

Joint Projects are implemented at institutional level, focus on development of curricula, enhancement of university governance and address issues relevant for higher education and society.
2. STRUCTURAL MEASURES
Structural Measures aim to contribute to the development and reform of higher education systems at national level in the partner countries. They can address issues linked to the reform of governance structures and systems (qualification systems, quality assurance, etc.) or enhancing the links between higher education and society. Structural Measures can include studies and research, conferences and seminars, training courses, policy advice and dissemination of information.

Tempus in Uzbekistan
Since the start of the programme in 1994, the European Commission has allocated more than 22.16 million euro for financing 79 Tempus projects in Uzbekistan. During the period of programme implementation, 45 higher education institutions and 34 non-academic organisations throughout the country have participated in the programme activities.
The biggest number of Tempus projects in Uzbekistan have supported the development of new curricula and courses for Masters’ and Bachelors’ programmes, mainly in the field of engineering and applied technologies, ensuring their relevance to the local labour market needs through direct involvement of enterprises, branch ministries, Chamber of Commerce and Industry and other non-academic organisations. Curricula Development Projects were especially important because of their direct links to the National Programme for Personnel Training, and in particular with the introduction of the two-level higher education system.
At present the local project teams in cooperation with European universities are developing new Master’s programmes in the field of library and information science, information technologies, informatics, water resource management, environmental studies and electrical engineering. The cooperation is also carrying out on establishment of research-science-enterprise oriented universities, introduction of innovations; development of e-learning, implementing tools and policies for quality work at institutional level.
Most of the Tempus projects implemented in Uzbekistan were focused to the development of a curricula at BA and MA levels (mainly, in the field of engineering and applied science/technology), which had a significant contribution in implementing the National Programme for Personnel Training, especially in introduction of the two level higher education. In the framework of the Tempus projects the new disciplines (food safety, applied ecology) were introduced, new curricula and courses were developed, current curricula was improved with the direct participation of the industrial enterprises and stakeholders/interested organisations.
Tempus IV in Uzbekistan
Three new projects with involvement of Uzbek HEIs have been selected in the framework of the third call of Tempus IV (9 March 2010). The project activities have started in October 2010.

Expected results according to project application: Review/analyse/upgrade the current curricula in Electrical Engineering (MA); upgrading the current curricula in Electrical Engineering (MA). Expected results according to project application: the project CIBELES aims at reform of curriculum in environmental studies with a comprehensive approach oriented to three areas - forestry, industrial safety and water and soil environmental science - and three levels: BA-MA and PhD following the Bologna model of education. The project will allow universities with the help of professional organisations to professionalise their study programs in environmental studies according to the recommendations of Lisbon. Likewise, the project will improve the teaching skills of at least 120 teachers and will prepare the new curricula in function of a competence-based model and analysis of job descriptions required by the industry sector: will create or reform bachelor courses in 3 areas; will create a new master in environmental protection and quality management; will create new doctoral schools and research centers in 3 areas and in a total of 21 establishments; will form 630 students in 3rd year; will improve the employability of the students.

Expected results according to project application: the basic results of the project activities is the establishment of Centres for transfer of innovations (CTI) at universities of Partner countries (PC) and their departments at non-academic organizations and institutions. Their activity is provision of entrepreneurs with innovations for introduction into process of production. The Centres will be established at 4 universities of PC as FSU, FPI, ASAU, NSU. Establishment of departments is planned at 4 associations FSPCA, FRCIC, AWE, GABA of PC. 8 offices will be equipped for functioning of the centres and their departments. Work on equipment of the offices will be carried out within the first 2 months. The next activity is learning of European experience by staff of CTIs and authorities.
